Bug report: selects the same opening line every game

I'm trying to use a .bin opening book for a tournament, but the GUI selects the same opening line for every game. Even if I start a new tournament, it will continue choosing the same line.
With seed set to -1, the chosen line changes every time I start the GUI (but then remains the same for all games). With the seed set to anything other than -1, the line is the same no matter what.
I've tried various opening books and the behavior is the same.
I'm using the latest version 0.53 on Windows 10 and the following settings:
Select type: All new
For a pair: No special
max ply: 20
top: 100%
